Depending on what equipment you maintain you may not need a RMS meter. Anything that is electronic in nature will require a RMS meter to accuratly trouble shoot at some point in time.
If your boss does not want to spend the money, just tell him that supply has a lot troubleshooting aids. We will just change things out untill we finally fix it or have rebuilt it.
