I hope what really happened is the fixture was set correctly and there was a change in the closet shelving layout.
I have run into this quite a bit with older closet retrofitted with those wire organizers or a closet company comes in and does a closet organizer.
Unfortunately, what most electricians will see at first on a house plan will be a generic shelf and pole at about 6' high.
