Encountered a similar situation not so long ago. In that case, the reason for the gutter was:
1) To split a circuit off to many different locations...several circuits fed outside lights along diverging paths;
2) To allow for the connection of timers to the circuits; and,
3) To make it easier to make changes....there really isn't much space on the top of the panel for multiple pipes.
