You did not specify what you think is non-compliant about this installation. Which part of it would not pass down in Fla. ?

These are generally the same materials that are used on Long Island and many places I have noticed. We use Copper SE and conduit to protect the SE cable up to 8' off the ground though (Utility requirement). And the 2 hole strap must be closer to the SE weatherhead. A bit more height too ... That connector should have a rubber insert in it and is supposed to be watertight without the sealer, but we've always used Ducseal in this same manner.
