You did not specify what you think is non-compliant about this installation. Which part of it would not pass down in Fla. ?

These are generally the same materials that are used on Long Island and many places I have noticed. We use Copper SE and conduit to protect the SE cable up to 8' off the ground though (Utility requirement). And the 2 hole strap must be closer to the SE weatherhead. A bit more height too ... That connector should have a rubber insert in it and is supposed to be watertight without the sealer, but we've always used Ducseal in this same manner.

Assuming proper height on the drip loop, it would be compliant here...

However, I don't like SEU, especially with Aluminum... Water tends to enter the hub regardless of attempts to stop it. It will corrode the terminals, especially the neutral, and if the disco is mounted directly below, the main CB and/or neutral in the disco will become corroded relatively quickly as well.

I like PVC when GRC isn't needed to penetrate a roof for a mast, and I prefer to mount my discos side-be-side to the meter can.

Just from my experince... Results may vary.

I am a pvc guy myself but I don't see anything wrong here. What exactly is "service Entrance" cable for if not this?

Would not fly here. AHJ requires service conductors to be protected for physical damage. They will allow sch40 EPVC but I always use IMC or Rigid.

TIIS IS GOOD SO ALL THE HOMEOWNERS CAN KNOW HOW TO SAVE MONEY AND DO THEIR OWN INSTALLATIONS,HIDE THIS STUFF THE DEPO IS TELLING TOO MUTCH,BESIDES IT SHOULD ALL BE IN PVC,LONG ISLAND,IS MY HOMELAND,ALL I USE IS PVC ,NO SEU,ONLY ON THE BOTTOM AND ITS PROTECTED BY SCH 80 PVC MINIMUM THE DO IT YOURSELF LOGO SHOULD BE SHUT DOWN OR WE WILL BE OUT OF BUISNESS....

.... and its missing the meter socket cover so its not ready for a cutover, and it does not have the point of attachment installed for the service drop!

I can't speak for the whole state, but in this part of TN no conduit no power, no exceptions. They do allow emt but prefer rigid to go through the roof to support service drop weight

Probably not a violation, but it doesn't seem they'll get much current to the house if there isn't any wiring connecting the meter can to the panel inside... [Linked Image]

A grounding conductor for the ground rod would be nice, too (even if this is a mock-up).

Ok now we're getting silly. The point is that this is totally acceptable under the NEC. The fact that some people may or may not prefer this method is completeley irrelevant.
