Where I'm at (Suffolk County LI (NY) the SE cable would have to be protected (in Conduit) up to 8ft. off the ground and the point of attachment would have to be below the head.
Here in PG&E territory SE is a NEC recognized wiring method, but is not allowed per PG&E's Greenbook, any SE cable I see is from the late 1950's or earlier, personally like it that way, SE cable has a huge installed base in other parts of the US & homes are not burning down because of it,it's biggest hazard is siding installers but I just don't like it.
