Ms. Renter calls and wants a dryer circuit and a "few other outlets" put in. Was I correct in asking her if the owner of the property was aware of her need for said items?

I always ask the same thing. The second question to ask would be who is paying for it. If they say the Landlord make sure that you talk to him first.

I think you were most certainly right. There are few renters around here, but I did a job a few months back like this. In this case the renter was happy to pay for the work, with the landlord's agreement.
