110.1 Scope: Does arc Flash requirement cover such things as Large college campuses, Prisons,School Ect that employ full time electricans for maintaince ect.

Yes, it is for all employees to follow and all employers to ensure it is followed. The work electrician is nowhere to be found in the 70E requirements, it is for "workers"
