Start with the NFPA 70E. In michigan you can go to a 70E compliance course that covers everything you need to know for a company to comply with the 70E www.epowerplus.com/training.htm

(No I dont have any $$ ties to them)

I have Taken the 70 E classes as well as taught some. but putting a Good company policy together is Different. I have a rought draft I'd just like to get info from others on this as I deal with Everything from HV switchgear to 120 /240 volt. Pulling buckets Changeing fuses shutdns ect.

They have a class for exactly what you are looking for, its 2 days and designed for managers designing a safety program, I should know, I wrote the course.

What kind of arc flash protection would you need in a residential 200a service enclosure?

US Navy's arc flash policy is public, and might give you some good stuff to steal from. A recap of poliy and the relevant documents are noted at the bottom of this advisory:

They have CYA policies and forms for everything.A Canadian government site with U.S standards.The first link deals with arc flash and electrical but theres more under the downloads tab on the main page
