A recent housing trend is to include within the house a small atrium, or courtyard. Often this outdoor space is totally surrounded by the house. Would this area require a receptacle? Would one be required to use a "bubble cover" if the space were as small as the one pictured here?

A double weatherproof socket would be recommended as one thing that people are into now are water features that have electric pumps integral to their design.

I'd check with the local inspector / Building department. Because of the size and being completely surrounded by the house they may consider it a room and the rules of 210.52 would apply. As a minimum design consideration a WP receptical would be recommended, but not required. Bubble covers are not required by the Indiana Electrical Code, unless they supply an unattended load. Alan--
Alan-- If it was easy, anyone could do it.

Is it a habitable room?
Is it the front, or rear of the house?
Any air conditioning equipment, unfinished basements, or kitchen countertops nearby? LOL
Then I don't see a requirement for any type outlet.
