These runs of 3/4 flex were originally intended for phone/data lines. The installer found a novel way to ease his pull.

You might also note the failure to close the holes in the drywall around the flex- and this is a firewall. OOPS!

What appears to be the edge of an air handler on the left side may just mean this is an air plenum.
If so, Art. 300.22 has a bunch of requirements that aren't met.

Good thought, Energy. In fact, the unit is a heat pump, with a separate intake duct- so the space is not a plenum.

Correct... though I can't say what that really is! The unit is completely contained...a duct for air in and a duct for air out....the heat exchanger is inside, and transfers heat to water, which is piped to the rooftop cooling tower.
I repeat....there is no deliberate air circulation in this ceiling space.
