What's that issue again --- taping around receptacles? What about this terrible mess I found on the side of a commercial building near the phone booths.

I always did use tape anyway to give some additional safety when someone could come into contact with those live terminals!

Yes, this was alive or energized, however you want to say it --- an accident waiting to happen!!

FS. you will not see the conduits enter, They are in external hubs.
This is a Bell box, or a plain old 4-S.
Get a clue?
