Appendix C, Rule C11.3 says: "Recommendations or explanatory notes shall not be included in the text of the Code..."

4-004(4) states: "When a load is connected between a single-phase conductor and the neutral, or between each of two phase conductors and the neutral of a three-phase, four wire system, the common conductor carries a current comparable to that in the phase conductors..."

and

Rule 12-3034(3) states "...(for example, a device having a depth of 4 cm would occupy a space of 129 cm..."

If those aren't explanatory notes, I'll eat my code book. Why don't the rules apply to those who write the rules?
