FYI, building is utility fed 120/208, 3 phase, 4 wire, 'Y'

I could not get near this gem today to actually test what's going on. Gut guess is fused neutrals, or...208 volts going somewhere.

Maybe this is only feeding single phase loads. (assuming the center bus is grounded.)

You brought back a memory for me. I did go back to the school building to check the voltages afterwards, however there was no access due to asbestos issues.

I really doubt that it is still there. I doubt that the building had any voltage other than 120/208, 3 phase, 4 wire.

I've seen 2 panels of similar construction. One was in the second floor hallway of an old house and the other was in a commercial wood cabinet shop. Unfortunately both were before I had a decent digital camera.or cellphone.
