Yup, 230-40V tingle badly, even if you're wearing rubber soled shoes and not touching anything else, let alone in case of a hand-to-hand shock.
Typical Brit. Goes back to work with narry a thought about lawyers, medical aid or an accident report. I 'spect his mate went off to make the tea after!
It was probably leaving the power on for the electric kettle that caused the whole kerfuffle in the first place!
