Yes (as best I can tell) the single wires with the plastic staples are the new work; everything else is what they replaced.

I've never been to Brazil and don't have any first-hand information, but I know an engineer in Sao Paulo; I'll ask him what codes they follow.

Good question! I don't know the answer, but just from browsing through this site (http://www.geladeiras.net/), it seems to depend on the brand. Brastemp (which I think is Brazilian), Consul (also Brazilian?) and GE don't have handles, but other international brands (Samsung, Bosch, LG, etc.) do.

My Hotpoint doesn't have handles...

Wow, they're pretty rough installations. I can appreciate they're trying to keep them low budget, but even so, they seem a bit too relaxed about standards!
