To replace a 35-pence light bulb in Prescott's Labour-run Hull Council costs £50, involves at least five people working in three different buildings, and can mean a wait of up to five weeks.

Tom McVie, the council's cabinet member for finance uncovered the elaborate paper trail almost by mistake after he decided to find out how much it cost to change a light-bulb.

He has since been contacted by another northern authority where it costs £70 to change a council lawnmower's spark plug.
