300.5 (D)(3) Requires a warning ribbon at least a foot above unencased service conductors that are buried more than 18" deep.
Don't you think that this should be required on other underground installations as well?

I think the proper cite(s) would be 90.2 and 90.4.
(Especially in regards to enforcing non-existant requirements or the use of no-existant equipment).

OK, maybe the example is a little silly, but I think my question is a valid one.

Why should it be a requirement to put a warning ribbon above a 100 Amp residential 120/240 Volt service lateral, maybe fed by a 25 KVA transformer, when there's no requirement to provide the same type of warning above a 1000 Amp 480 Volt feeder?

Is my reasoning even goofier than usual? What am I missing here?

IMO your right, it makes no sense to me that this only applies to service conductors.

Read 300.5(D) It is refering to direct buried conductors and cables. This does not apply to service conductors or laterals in conduit.

I've never heard of any direct buried cables encased in concrete though.

I agree that UG conductors in general need more attention from the code in regards to protection.

It also doesn't make any sense that this only applies to condutors installed in a trench, not those installed by directional boring.
