I noticed this workbench in a YouTube video. The bench was used for various printers. Note the receptacles.
(No, that’s not me in the pic).

Does the code care that this is a “workbench,” rather than a “counter top?”

You are looking for 406.5(G)

The 23 has changed the rules on peninsulas and other kitchen countertops in general if backsplash mounting isn't possible.. They will no longer count one below the counter top in the required receptacles. You will need a tombstone or listed pop up.

I've seen pop-ups that are listed, and $$$; and a few that have issues. A few were plug & cord connected with a 16 Ga. cord, no listings.

Pop-ups are becoming very popular in commercial jobs also. Some are very interesting designs, and all I have come upon are listed.
