That's the new liquid cooling system for conduit. You can run wires 250% above NEC 310.16 as long as you keep the conduit full of circulated H2O; it's going in the next code revision.....

I see what looks like coax BNC connectors in there. One thing is that coax cable quickly goes bad if water gets inside of it. Coax cable is used for high frequency signals (cable TV, high speed computer networks and such) and water severely attenuates such signals when it's inside the coax. All that coax is sure to be bad, and will need to be replaced after the source of the water is corrected.

I maintain a building where we have many direct buried runs that have been "hacked" in over the years. We have had to replace many bad RG6/8/59 cable runs due to them rotting in the ground as well as other issues. We had a maint. tech a few years back who ran wires to another building by fishing them through a storm drain

Co-ax is terrible as far as moisture is concerned.
I once chopped out a piece from a job a few years back and all though the piece was only 6-7 ft long, I got a cup of water out of it.
