Is that an Emergency light unit?.
Them T-Bar ceiling grids aren't exactly known for thier smooth edges, especially at the ends, where they are joined.

Yes that is an emergency light pac. for the mall.
The wanted them cord connected for easy repalcement and the "inspector" made them put the outlets below the ceiling instead of above where they wanted them. [Linked Image]
