In Webster's dictionary, a picture of this might appear next to the word "Panelboard". [Linked Image]

I hope somebody's kidding with this thing...It kinda conjures up thoughts of what knob and tube wiring might look like without the knobs or tubes... [Linked Image]

Sorry, but they weren't kidding. It was in place and working in an illegal installation where someone had made a multi-family dwelling out of a single family.

so thats how you keep the neutral and grounding buses seperated.. wait a minute, thats for sub panels! i guess this is sub for a panel, hahaha.. well at least there are breakers in it

Wasnt there a post quite a while back of someone making their "own" panel out of wood? with lag breakers bolted to the wood & actually called for inspection? [Linked Image]
