Mission Impossible! Electrician Was Blamed! He was there first!
I don't work in the trades, as the rest of you do. I guess you really don't have to, in order to recognize how utterly disrespectful this is. It shows no concern whatsoever for the electrician, the POCO meter reader, or the homeowner/apartment renter.

The plumber or heating contractor gets a big fat zero on this one, and ought to be cited [Linked Image].

Some how I suspect that this is not in the side of an otherwise wide-open, expansive space. What's the rest of the description of situation?

The situations I've been involved with that resulted in 5 pounds being stuffed into a 3 pound bag have had a truly complicated set of constraints imposed by the physical configuration of the structure. What's the context?

Since the "electrician was blamed", were there plans that weren't followed when "he was there first"?

How much of this image is created by the foreshortening of the camera lens?

The blamed comment was something I made up since it is often true.
Based on the apparent age of the electrical equipment (FPE Panels) the electrical was there for a long time. The copper is and looks new, as the flue pipes.

The plumbing inspector would have a field day with this, IF it's an area that has inspections.

Could the POCO disconnect the service [outside] for lack of access to the meter?

It appears that they just might have had a permit. The green kind, signed by the Treasurer of the US and the Secretary of the Treasury...
