May it is note the electrician so he know what he is there to fix?
I think the electrician got mad because he could not throw the switch and punched a hole in the drywall.
Maybe there's another hole in drywall behind that note.
I'm just learing the code. But what does it say about clearance around this device? Looks like that disconnect is tight against the drywall in the corner. Anyone?

I'll bet that is a specially engineered porthole, using a broomstick in the next room for "remote" operation. :-)
The last time I saw something like this, it turned out that the switch was actually the disconnect for the neighboring business- so it naturally had no effect for the unit where it was located!
