These floor heaters have a heating coil and fan and sit in the floor in a metal box with a vent cover. They are FPE (Federal Pioneer circa 1970). Are these type of heaters still being made? The fan/motor isn't opearational and I was wondering if there are any options besides installing a new baseboard heater.

In the floor? I'm trying to imagine what they look like.

Can you just replace the motor?

Ouellet makes a floor heater, model OFH, and they are Canadian, so you could consider a replacement heater.

I doubt you will find a direct match for the FPE heater motor but depending where you are you could try a generic Fasco motor from Reliable Parts/Amre/your local HVAC wholesaler.
