Hi I need to calculate the electrical panel capacity for the strata laundry room upgrade. Strata plans to have 3 stacked dryers (dryer/dryer) 240V/60Amp - hardwired and 6 washers 120V/15Amp – receptacles. Should I calculate it as 100% continuous load (3*60+6*15) =270 Amp.
Can you please remind me what CEC says?

From 8-202 (4) "The ampacity of feeder conductors from a service supplying loads not located in dwelling units shall be not less than the rating of the equipment installed with demand factors as permitted by this code."

So in your case, it is 100%, since you have not listed any electric space heating loads, where you would add them at 75% from 62-116(3).

I'm confused with 8-202(3)(d)...power loads not located in dwelling units shell be added with a demand factor of 75%. This panel is for laundry load only, no heating, no lightning.

I dont blame you for being confused, but 8-202 (3) refers to the main service feeder calculation while 8-202 (4) refers to just feeders for the house panels.
