6-212 says no but 12-3032 says you may on a retrofit up to %75 of the area.
So what applies? You can't splice in the service according to 6-212 but can if you are adding to an existing installation? Either way you can't do it in a new installation. Have both rules at hand when you speak to the inspector.
From this jurisdiction we would not allow splices in the service entry section of a combination panel or switch.
