If the guy's sitting in a wheelchair...or standing in a hole...there's nothing wrong with the panelboard mounting height.

Okay Doug, I'll go with no label on the wires the inspector is looking at.
But seriously, it is hard to tell from the picture, but possibly there is a floor to be poured yet which may give you the required height?

I am assuming maybe a floor, but then it looks like the main breaker will be at floor level , not saying you cant do that laugh

Look to me like he is in a garage with a floor still to be poured.

Supposing a sloped landscape, could the garage maybe feature a raised landing that is yet to be built/poured?

Personally, I think he's checking the colored plastic tubes to see if there is wire inside. grin

EDIT: Page 20... I think that's Mario - my local inspector. wink
