I have an outside 200 amp diconnect with a 4 - wire system for a single dwelling, i installed 2-ground rods for my main grounding. The water line service is plastic. Can i bond water lines at sub-panel or does the bond go out to means of disconnect or ground rods.

250.104(A) states that the bonding must go to the service equipment, the grounded conductor at the service, or or a grounding electrode or grounding electrode conductor.

Thanks, thats the way i'm reading it in art:250.104-1. But since this water line is not a ground could this be under (other metal piping) Art:250.104-(4)(b)where the equipment grounding condutor for the circuit that may energize the piping shall be permitted to serve as the bonding means.

I would view "other metal piping" as gas piping, condensate lines, copper air lines, etc...
