The copper water pipe was run over the electrical equipment lower than permitted, but is there a real hazard?

Would you allow this if there were no joints over the area above this equipment?

If so, by what authority?

I believe that the NEC requires switchboards/switchgear to be in dedicated spaces....
The hazard presented is the risk of condensation forming & then dripping into the gear.
If you're in Reno for the NFPA conference, you might ask the Atlantis casino about the drain they ran over their gear- they blew a breaker that cost them 20K, and a poco transformer as well, darkening part of the town.
