Improper Use of Equipment by Unquakified Person

There can be no excuse here, it is wrong and should not have been allowed, or permitted to remain!

The new 2005 NEC has some sort of a Fine Print Note added to identify the subject of a "Qualified Person" and necessary training.

Can someone dig that up and post it here please?
