Would a raceway that runs from underground through a wall into a basement (finished floor) then up through the slab into the service equipment be considered outside of the bldg? The raceway is EMT. The floor is finished concrete but not habitable. It is the crawl space under a dining facility.

If I'm following you correctly, the conduit is exposed when it comes in the building in the basement. To be considered outside, a 2" concrete encasement must be complete with no breaks.
Does this pertain to location of service disconnect being as near as practical to the entry into the building?

Have you looked at Articles 230.70(A)(1) & 230.6? What is the length of raceway that is exposed from the point of entry into the basement to the disconnecting means?

It appears from your post that the conduit is for physical protection of the cable as it passes through the concrete floor slab, thence up to the Servic Entrance Disconnect Switch. This would comply with Art. 300-4 and 300-5(d). However, EMT is not listed as one of the protective means and should not be used in this application.
