Is there a new regulation/standard that requires businesses to replace the old armored caps, or attachment plugs, with the newer plastic type? Cannot find anything in regulations.

See Section 410-56(g)

"(g) Attachment Plugs. All 15- and 20-ampere attachment plugs and connectors shall be constructed so that there are no exposed current-carrying parts except the prongs, blades, or pins.

The cover for wire terminations shall be a part, which is essential for the operation of an attachment plug or connector (dead-front construction).
