Well not being a liscensed electrician I wil comment on qualified person,Joe the pic you show unless someone knows who did the work and told you there is no sure way to know if person is qualifed or not just because a person is trained does not mean he willl always do work correctly.
Being a maint supervisor in several different plants there have been times that I have escorted lisc.elec. out of the plant and told them not to return because of basic sloppy work
On one occassion we hired a company to do a large remodel,every man a journey lisc. no way were my guys allowed to help do work ,well after finding ground wires not hooked up or under cover screw connections in EMT loose bushings cut and then stuck on pipe in boxes ,it made me wonder why with this sloppiness were they so concerned about my guys being unlisc.
Gentlemen please do not be so quick to say that a person that does sloppy work is unqualified it may be that he is qualified to do work but does not care what it looks like . I do agree that a lot of work is done by some one that is not qualified but not all,another thing is there may not be a choice if a man has kids home hungry and he needs his job he will do a lot of things that are not right

You're right Doc,

Having the qualifications doesn't really mean that the person will do work correctly all the time. And there can be different reasons for it. It is a shame that Employers will force things to be done unsafely while knowing it is against recognized codes and safety procedures. My guess is that they have not had any familiarity with the possible consequences.

Doc,

I have a Master Electricians License and an Electrical Inspectors Certification. I learn something new just about everyday on the job. We all make mistakes in the field. It's a life long learning experience. "Un workmanlike" installations are always frowned upon.

Doc,

Expanding a bit on my previous post, I would like to mention that just because an individual has a licence to do electrical work doesn't mean he is perfect. Goodness knows I made my share of mistakes. I still do. Most people usually agree that a combination of field experience and certification exams serve our professional industry well.
