400 Amp back to back service, 2-200 Amp main breaker panels, one panel has all the general lighting loads (all120 volt breakers) and the other all the 240 volt circuits. Residential 3000 square foot home.
Should the 120 and 240 volt loads be balanced between the two panels and would it be a code violation if they were not?

Asking for a friend.
I see no issue either way but balancing the 120v loads is optimal, as much as you can. 240v loads are balanced by their very nature.

It comes down to a matter of workmanship, or possibly a design issue IF the house had very rigid electrical design and drawings.
