250.92(B) says bonding jumpers....shall be used around impaired connections..... and in the same paragraph goes on to say that standard lock nuts or bushings shall not be the only means for the bonding required by this section. I thought the second sentence referred back to the first sentence where jumpers are required around impaired connections. An associate says no, the second sentence refers to all connections on the utility side of the service whether impaired or not.

Further confusion arises in 250.92(B)(3) where it allows threadless connectors made up wrench tight. What is the difference if a threadless connector is used with a standard lock nut versus a threaded piece of RMC using standard lock nuts?

Not our POCO. The only thing they are concerned with is their ability to access the meter for non-payment lockout and that their side is locked and sealed.
