Are you looking for an enclosure to mount the panel in??

Try Carlon. I had PVC/FG enclosures to install panels inside of in a corrosive area.

I'll be back

One of my customers makes the enclosures you are looking for. They often use them in parks or to house outdoor switchgear.
They sell all over the US web site www.tejasenclosures.com

Yes, Square D has NEMA 3R/12 enclosures, with vault style handles, for their NQ and NF panelboards.

Most enclosure companies include standard vault style handles only on their 'very' large enclosures. For enclosures <60" in height, a lockable twisting handle is usually offered as a field installed accessory.

It depends on how "public" this area is but we just use a regular 3R panel and a padlock in the community park.
If they are going to break off a padlock, the handle just requires a bigger rock.

If it is a safety/liability concern, replace the dead front cover screws with tamper resistant.
