I'm working where the inspections are subcontracted by the building dept. and heard an interesting interpretation of the NEC regarding luminaires in clothes closets.

These are small closets in a cape cod style home. The second floor walls including the closets are built with pine (no drywall backing).

The interpretation is...

Since there is no shelf in the closets, there are no restrictions on luminaires.

Looks like someone needs to read the definition of storage space as defined in 410.8 I read that even if there is no shelf the space above the rod extending out at least 12" is storage space extending up to the ceiling and this is then relating to the fixture in the closet. I often get the builder saying "Okay, I'll take the shelf and rod out and now it's not a closet" I'm stupid but not completely gullible.
