210.8(A)(5)ex2 ... as long as it is a single receptacle and there is an accessible GFCI receptacle in the basement

I don't think a GFI would be good for a freezer or refrig. Too much chance of a false trip and spoiled food. Like Greg said, make it a single, don't give it access and I don't think you will have a problem.
