Does the Building Code mention providing access for motors on Hydromassage Bathtubs?

Not that I'm aware of.

I've heard of Electricians getting red-tagged because the framers didn't leave a proper access opening to service the Tub that the Plumbers put in.

It doesn't sound right somehow.

680.73 in the NEC requires access without disturbing the building finish. I guess if it is not complied with it won't pass inspection. Sawzall please!

I've seen where the Plumber sells the Tub to the Homeowner and puts it in. The Electrician wires it and the GC/Framer and Customer don't want to leave an access panel for cosmetic reasons. The poor Sparky had no say in any of these decisions but is the one left holding the bag.

I think if the requirement for access was put in the other codes (Building & Plumbing) it would put the responsibility closer to where it belongs (in everyone's interest to comply). JMO

IRC Section P2720.1: "A door or panel of sufficient size shall be installed to provide access to the pump for repair and/or repalcemnt."

Yes! That seems to be in the Plumbing section.

So the Plumber shares responsibility for this access too. I'm glad to hear this. I think that's as it should be.

It is in the plumbing section, but I've always figured it was the framers' responsibility to put the access in right When I do a rough inspection and I find a problem with this, I write it up with the other framing comments

Our local inspectors will also tag an installation due to something under another code with an explanatory note and then they will usually notify the particular inspector be it plumbing, mechanical, fire marshall, or building.
