If you mean like an automotive snap ring connector, it does function that way, but no. Think light fixture.

They are chain pliers. Either to open or close chain used to suspend lighting fixtures. Chain has links about 1" to 1 1/2" long.

Swag chain pliers.
I have a pair that are cast and gold color.
I've had them for 25 yrs.
Works good to spread and rebend fixture chain.
