Do you think crawl space is considered an unfinished basement?

In short.....No.
A crawl space is usually no more than 3 feet high and usually consists of natural ground.
An unfinished basement Is usually 8+ feet high with a concrete floor and walls.
Crawl spaces are usually unconditioned (no heat or AC; although some are purposely conditioned) and basements are conditioned.
If you're asking because of code issues, the NEC does actually make a distinction between "crawl space" and "unfinished basement" though it defines neither--210.8(4) and (5). So code for one doesn't necessarily apply to the other.
