I smell a hoax.
That is not an electric fence, no insulators and rebar for posts.
To me, the fence looks like a modified recreation of one of those German POW concentration camp fences you see in the movies with a "warning wire" stretched out a few feet away from the actual fence. The fence can't be energized the way it's set up, but the warning wires strung between insulators is a whole different thing...

The fence he's biting can't be electric, but there appear to be ceramic insulators on the lines he crawled under- perhaps biting grounded fence completed the circuit through his vital organs and is what ultimately did him in?
It looks like the teeth are stuck on the wires, they point back and it doesn't look like it could open its mouth more to get back off
I believe that you have to touch the fence that the snake is biting (ground) and one of the other insulated wires to get shocked.
If you go through the readers responses, you'll see a full grown impala inside the snake. Also, you'll see a report about a child getting electricuted in South Africa.
Had someone show me an electric fence once that did not require insulators. It had something to do with an very high voltage. As I recall, the posts on that fence were wood. May have been called Australian Sheep Fencing.
Common farm electric fence chargers thes days don't necessarily need insulators with wooden posts.
