I don't have a lot of experience with engineering so I am looking for a little help with figuring the lighting demand.
Here are the specs:

119-50watt incadescent lamps
21 -2x4 3lamp lay-ins, 3lamp T-8
23 -flourescent track heads, 2 lamps each

All of the lighting is 120v. The panel is 3phase.

From what I understand, a power factor has to be figured in for the fluorescent portion of the load.

A lot really depends on the use of the space, and what the lighting is. Most of that can be done by VA/sq'. See 220.3(A) through (C), 220.10 through 12 may also be applicable, and there is an example in Annex D-3.
