can anyone explain the hazards of running a 4wire subfeed 120/240 AND puting in ground rods. Other than the fact that you shouldn't i'd like to brush up on the theory behind it.

Who told you that you shouldn't do both? If the sub panel is at a second building and you pull an EGC, the code requires a grounding electrode system at the second building.

As I have understude my AHJ one or the other. Can you give me my code references? I thought one or the other. four wire or three and a rod.

No, it's bond neutral to ground, or 4-wire.
