The situation is a duplex with side by side 100 amp meter combos fed from a gutter. The gutter will be fed from the riser with 2/0 for the 200 amp drop. Instead of bugging onto the 2/0's with two sets of #4's for the 100 amp meter combos, which would require either putting 3 wires per split bolt or six bugs to bug on each #4 separatley, I want to run the 100 amp feeders from one meter combo, up thru the gutter and down to the other meter combo without cutting them. Then I can skin a section off each one and bug on to the 2/0's without putting three conductors in a bug. The 2/0's would actually be tapped into the #4's. Does anyone see anything wrong with my plan?

When I see this done they use an insulated mechanical splice block like the Ilsco PBT.
Money may be an issue, this was the state.

Big Ben, Ilsco has a listed 3 wire split bolt. If you go to their website they have it there.
