Oddly enough, New York City has been allowing "self certification" for quite a while now for many (if not all) types of work.
Here on Long Island there are a number of Agencies an EC can choose from to perform Electrical Inspections. We have no Town Electrical Inspectors. The Town Inspectors oversee all other aspects of Building, but not Electrical-related.

Here, we (EC) do not have a choice. THe towns either have an employee, or a contract with a 3rd party agency.
