does anyone know the procedure to become a certified or licensed electrical instructor ?

In CT, if you want to teach at the state schools, then you must have 5 years experience in the trade, and they give you 5 years to become certified as a teacher. This requires about 30 credit hours at a teaching college. I took night courses. If you already have a teaching certificate from any college, this is also acceptable.
I would check at your local teachers' college for the classes you need to take, etc.

It varies state to state. In Utah, I had to get approved by Idaho and Wyoming to teach Utah electricians.
