This is a huge landscape project.
The homeowner will have a waterfall built on a 6'high by 5' wide by 8" thick cementwall.

I am planning to install a 100Amp sub panel for future pool equipment and a landscpae lighting control panel on the backside of the wall. And built an enclosure around the equipment.

I could not find anyhting in the code that prohibits my installation.

Am in any NEC violation?

Provided that you will be in compliance with all the working clearances in 110.26, you should have no problem. However, there is a minimum height requirement of 6 1/2 feet, which will be taller than the wall that you're going to mount the equipment on, might be kind of ugly sticking up above the wall.

Seems like the easiest & least expensive thing to do would be to use NEMA 3R enclosures & skip building your own enclosure which would be rather large.

Isn't 6' 6" the MAXIMUM height for the main disconnect?

6' 7" is the maximum height of a disconnect switch, as measured to the center of the handle in its highest position 404.8(A)

6' 6" is the minimum headroom in 110.26(E). If Edward builds an enclosure for this equipment, that will be the minimum headroom inside the enclosure. This enclosure is really going to look ugly if he opts to go that route since the inside dimensions will be a minimum of 30" wide & 36" deep(plus the depth of the breaker box). Not to mention that he'll likelyhave to install a light fixture inside.
