I installed several in our plant over 10 years ago. I don't know if the technology has improved, but they never were very bright.

We put in a few a while back, in places that were "impossible" to get power to economically.
There was a situation here in NJ a while back where a unit or two were thrown into a dumpster during a demo job. Seems the "kids" got hold of it (them) and busted it up. "Kids" had contaminated hands, and the dumpster and a few other areas were also contaminated. I don't remember all the details, but there was a law suit or two following, and someone got a few bucks.

Here in NJ, the units are "registered" to the purchaser, and he is responsible for the unit and it's return/disposal forever. We will not buy, install or remove any of these units.

As to the "dimness", you are right, they don't do much, unless it's totally a black hole.

i would guess this cost effective for a haz-location?
